The relevant person in charge of the Zhejiang Medical Security Bureau said that the introduction of this reform is to integrate the two functions of drug recruitment and medical insurance payment, improve the bidding mechanism, and make up for the shortcomings of the system.
The plan improves the access mechanism of the drug recruitment platform, and makes up for the leakage of drugs in the medical insurance list, national essential drugs, class 1 new drugs and other drugs, all of which are included in the online trading scope of the platform to better meet the drug needs of clinical and the masses. At the same time, an open and fair market-oriented bidding mechanism will be established to encourage competition among drugs of the same variety and different manufacturers to form more favorable prices. Enhance the service functions of the recruitment platform, expand the service targets of the provincial drug recruitment platform, encourage private medical institutions and retail pharmacies to voluntarily purchase from the provincial drug recruitment platform, improve the bargaining power of private medical institutions and retail pharmacies, and reduce their procurement costs.
According to reports, in this expansion, the price of all drugs is not higher than the lowest price in the country, products with obvious price advantages are encouraged to enter first, and the payment standards of medical insurance drugs are unified.
The relevant person in charge of the Zhejiang Medical Security Bureau emphasized that the overall goal of this reform is to expand the procurement coverage of the medical insurance catalog, not to adjust the medical insurance drug catalog, which is conducive to ensuring the demand for medical insurance drugs on a larger scale. In the process of reform, in the past, some private medical institutions and retail pharmacies sold drugs produced by individual manufacturers, due to their own reasons, have not all entered the platform for online trading, but the same drugs produced by different manufacturers, including imported original research drugs and domestic generic drugs, are available, and clinical and mass medical insurance drugs are guaranteed. For drugs produced by other pharmaceutical companies that have not yet been included in the platform, the drug procurement platform will always remain open, and drugs that meet the policy requirements can continue to apply for centralized procurement.
