The relevant person in charge of the Zhejiang Provincial Medical Security Bureau said that after the implementation of the plan, the number of online drugs traded through the Zhejiang Pharmaceutical Equipment Procurement Platform will increase from 14,400 to 17,100, and designated medical institutions will have more choices for the procurement and operation of clinical drugs and retail pharmacies.

However, the traditional drug procurement and medical insurance payment systems have certain shortcomings: on the one hand, due to historical reasons and the peculiarities of medicines, Zhejiang Province’s medical equipment procurement platform has always had the problems of incomplete online transactions of medical insurance drugs and insufficient product price competition; On the one hand, because private medical institutions and retail pharmacies are not included in the scope of centralized recruitment, there is a problem of inflated prices of some non-standard drugs to a certain extent, which increases the burden on the insured people and the medical insurance fund.

The plan improves the access mechanism of the drug recruitment platform, checks and fills the gaps of drugs in the medical insurance catalog, national essential drugs, and class 1 new drugs, and all of them are included in the platform's online transaction scope to better meet the clinical and public drug needs; A fair market-based bidding mechanism encourages competition between drugs from different manufacturers of the same variety to form more favorable prices; enhance the service functions of the recruitment platform, expand the service targets of the provincial drug recruitment platform, and encourage private medical institutions and retail pharmacies to voluntarily The provincial drug recruitment platform purchases, improves the bargaining power of private medical institutions and retail pharmacies, and reduces their procurement costs.

In the process of reform, the drugs produced by individual manufacturers sold by some private medical institutions and retail pharmacies in the past have not yet entered online transactions on the platform due to their own reasons, but the same drugs produced by different manufacturers, including imported original research drugs and domestic generic drugs All are in supply, and clinical and mass medical insurance medications are guaranteed. For drugs produced by other pharmaceutical companies that have not yet been included in the platform, the drug procurement platform will always remain open, and drugs that meet the policy requirements can continue to apply for inclusion in centralized procurement.
